2、础，成为一个新的弱势群体——失地农民。维护失地农民的正当权益，保持社会的稳定，促进城市化的健康发展，是我国城市化进程面·瞄的重要课题，妥善解决失地农民问题具有重大的现实意义。本文以博弈论的分析方法，建立政府和失地农民的博弈模型，对在征地过程政府和失地农民的决策空间和效用函数进行解析。以失地农民权益保障为重点分析博弈双方的效用函数的影响因子，并在此基础上对如何切实保障失地农民的权益的进行了对策分析。本文认为要切实保障失地农民的权益，必须改变博弈双方豹效用决定因子的内涵，实现政府和失地农民决策目标的良好协调。只要双方目标一致，可以达到实现双
