1、摘要近些年来，特别是在我国城市化进入快速发展阶段以后，城市急速扩张。大量的农村集体所有土地通过政府征用，转变为国有建设用地。同时，大量的农民失去了土地．也失去了土地给予他们生存、发展的基础，成为一个新的弱势群体——失地农民。维护失地农民的正当权益，保持社会的稳定，促进城市化的健康发展，是我国城市化进程面·瞄的重要课题，妥善解决失地农民问题具有重大的现实意义。本文以博弈论的分析方法，建立政府和失地农民的博弈模型，对在征地过程政府和失地农民的决策空间和效用函数进行解析。以失地农民权益保障为重点分析博弈双方的效用函数的影响因子，并在此基础上对如何切实保障失地农民的权益的进行了对策分析。本文认为要
