2、y,how'ssocialpolicyimplement?Theprocessisthesimpleadministrativeexecutionorcomplicatedsocialimplementation?Duringtheimplementationprocessofthepolicy,whichfactorsplaytheessentialrole?Howtomakethepolicyintorealeffectandbenefitthepeople?Theseproblemsalwayspuzzlethepartyandthegovernment,mean
