3、ecognizingthat,inaccordancewiththeUniversalDeclarationofHumanRights,theidealoffreehumanbeingsenjoyingfreedomfromfearandwantcanonlybeachievedifconditionsarecreatedwherebyeveryonemayenjoyhiseconomic,socialandculturalrights,aswellashiscivilandpoliticalrights,Consideringtheobligationof
4、StatesundertheCharteroftheUnitedNationstopromoteuniversalrespectfor,andobservanceof,humanrightsandfreedoms,Realizingthattheindividual,havingdutiestootherindividualsandtothecommunitytowhichhebelongs,isunderaresponsibilitytostriveforthepromotionandobservanceoftherightsrecognizedinthe
