3、fthehumanperson,Recognizingthat,inaccordancewiththeUniversalDeclarationofHumanRights,theidealoffreehumanbeingsenjoyingfreedomfromfearandwantcanonlybeachievedifconditionsarecreatedwherebyeveryonemayenjoyhiseconomic,socialandculturalrights,aswellashiscivilandpoliticalright
4、s,ConsideringtheobligationofStatesundertheCharteroftheUnitedNationstopromoteuniversalrespectfor,andobservanceof,humanrightsandfreedoms,Realizingthattheindividual,havingdutiestootherindividualsandtothecommunitytowhichhebelongs,isunderaresponsibilitytostriveforthepromotion
5、andobservanceoftherightsrecognizedinthepresentCovenant,Agreeuponthefollowingarticles:PARTIArticle11.Allpeopleshavetherightofself-determination.Byvirtueofthatrighttheyfreelydeterminetheirpoliticalstatusandfreelypursuetheireconomic,socialandculturaldevelopment.2.Allpeoples
6、may,fortheirownends,freelydisposeoftheirnaturalwealthandresourceswithoutprejudicetoanyobligationsarisingoutofinternationaleconomicco-operation,basedupontheprincipleofmutualbenefit,andinternationallaw.Innocasemayapeoplebedeprivedofitsownmeansofsubsistence.3.TheStatesParti
7、estothepresentCovenant,includingthosehavingresponsibilityfortheadministrationofNon-Self-GoverningandTrustTerritories,shallpromotetherealizationoftherightofself-determination,andshallrespectthatright,inconformitywiththeprovisionsoftheCharteroftheUnitedNations.PARTIIArticl
