2、redit,manyministriesandprovinceshavetakenownershipoftheinformatizationagendaandinitiatedtheirownprograms.But,lackingacoherentstrategyandcoordinationmechanismsatthenationalandprovinciallevels,theseprogramsdonotbenefitfromanoverallsenseofprioritiesandthusoptimalallocationofresources.Therearenomecha

3、nismstoensurecomplementaritiesandbuildonthecomparativeadvantagesamongthevariousministries.Lackingacoherentstrategy,centrallyfundedprogramsdonottakeintoaccountthediversegeographicandsocioeconomicconditionsofruralChina.Varyinggeographicconditionsinruralareasposeachallengetouniformstandardsandregion

4、alprograms.Thusitisimportanttosegmenttheruralmarketandtakedifferentimplementationapproachesforeach.Forexample,thefrontierofprivateinvestmentcoverssegments-suchasurbanhigh-andmedium-income,andincreasinglyruralhighandmedium-income-thatcouldbeattractiveforprivateinvestmentorinnovativeprivate-private

5、partnerships.Atthesametime,anationalstrategyneedstodirectpublicresourcestofinanciallylessviableandlessattractiveruralandnear-rurallow-incomesegments,wherelowpopulationdensity,nonexistentinfrastructure,andlowliteracymaynotresultinfinanciallysustainableprojects.Weakcoordinationacrossministriesandin

6、tegrationattheprovinciallevelGivenChina’sscale,diversity,andmultiplicityofstakeholders,challengesofduplicationsandinconsistenciesareboundtoarise.Butthephenomenonofeachministryoreachprovincedoingthingsitsownwayhasledtoduplicatedeffortsandwastedresources.Redundantinvestmentsandscatteredresourcesrai

7、seseriousproblemsofaffordability,sustainability,andscalability.Nopolicyandinstitutionalmechanismsareinplacetoraiseawareness,overcomeinterdepartmentalrivalries,andfosterclosecoordinationandcollaborationatanyadministrati
