1、CAC/GL47-2003Page1of9GUIDELINESFORFOODIMPORTCONTROLSYSTEMSCAC/GL47-2003SECTION1-SCOPEThisdocumentprovidesaframeworkforthedevelopmentandoperationofanimportcontrolsystemtoprotectconsumersandfacilitatefairpracticesinfoodtradewhileensuringunjustifiedtechnicalbarrierstotradearenotintroduced.TheGuidelin

2、eisconsistentwiththeCodexPrinciplesforFood1ImportandExportInspectionandCertificationandprovidesspecificinformationaboutimportedfoodcontrolthatisanadjuncttotheGuidelinesfortheDesign,Operation,Assessmentand2AccreditationofFoodImportandExportInspectionandCertificationSystems.3SECTION2–DEFINITIONSAppr

3、opriateLevelofProtection(ALOP)isthelevelofprotectiondeemedappropriatebythecountryestablishingasanitarymeasuretoprotecthumanlifeorhealthwithinitsterritory.(Thisconceptmayotherwisebereferredtoasthe“acceptablelevelofrisk”.)Audit*isasystematicandfunctionallyindependentexaminationtodeterminewhetheracti

4、vitiesandrelatedresultscomplywithplannedobjectives.Certification*istheprocedurebywhichofficialcertificationbodiesandofficiallyrecognizedbodiesprovidewrittenorequivalentassurancethatfoodsorfoodcontrolsystemsconformtorequirements.Certificationoffoodmaybe,asappropriate,basedonarangeofinspectionactivi

5、tieswhichmayincludecontinuouson-lineinspection,auditingofqualityassurancesystems,andexaminationoffinishedproducts.Inspection*istheexaminationoffoodorsystemsforcontroloffood,rawmaterials,processinganddistribution,includingin-processandfinishedproducttesting,inordertoverifythattheyconformtorequireme

6、nts.Legislation*includesacts,regulations,requirementsorprocedures,issuedbypublicauthorities,relatedtofoodsandcoveringtheprotectionofpublichealth,theprotectionofconsumersandconditionsoffairtrading.Officialaccreditation*istheprocedurebywhichagovernmentagencyhavingjurisdictionformallyrecognizesthecom
