1、当前，我国正处于社会转型期，人民内部矛盾呈现复杂化、多样化态势。由各类矛盾及问题引发的群众信访问题越來越多，涉及公安机关的信访问题同样突出，公安信访总量居高不下，公安信访工作面临前所未有的严峻挑战。如何正确应对这种严峻形势，使公安信访工作有序进行，是公安机关应对挑战、把握机遇的要求之一。本文首先简要冋顾了公安信访历史，并结合政治参与、社会冲突等相关理论，从积极和消极两方面阐述了公安信访作用。重点分析了公安信访特点及公安信访工作存在的问题，认为当前公安信访主要有四个特点：信访诉求相对集中、信访诉求表达方式激烈、重信重访现象严重、信访积案
2、化解极为闲难等。公安信访体制存在的问题：队伍建设滞后、机构设置不合理、接待场所建设不规范等。从社会转型期、信访制度、司法制度、公安机关自身、信访人群体特点等五个层面深入剖析了产生公安信访的原因。文章还对公安信访的未来趋势进行了分析。最后从治理层而探讨破解公安信访难题的有效途径，提出了强化公安信访源头治理、完善公安信访处理机制、推进涉法涉诉信访事项导入法律程序等治理公安信访问题的措施。信访的本质是人治的，这种形式不宜盲目扩大，而是要不断完善社会主义法治，把信访集中反映出来的问题法律化，用法律来加以保障。信访机构应该成为一个上传下达，表达
