1、EducationandtheStructuralCrisisofCapitalTheU.S.CaseJOHNBellamyFOsTerToday’sconservativemovementforthereformofpubliceduca-tionintheUnitedStates,andinmuchoftheworld,isbasedontheprevailingviewthatpubliceducationisinastateofemergencyandinneedofrestructuringduetoi
2、tsowninternalfailures.Incontrast,Ishallarguethatthedecayofpubliceducationismainlyaproductofexternallyimposedcontradictionsthatareinherenttoschoolingincapitalistsociety,heightenedinourtimebyconditionsofeconomicstagnationinthematurecapitalisteconomies,andbythee
3、ffectsoftheconservativereformmovementitself.Thecorporate-drivenonslaughtonstudents,teachers,andpublicschools—symbolizedintheUnitedStatesbyGeorgeW.Bush’sNoChildLeftBehind(NCLB)legislation—istobeexplainednotsomuchbythefailureoftheschoolsthemselves,butbythegrowi
4、ngfailuresofthecapitalistsys-tem,whichnowseestheprivatizationofpubliceducationascentraltoaddressingitslargermalaise.Weliveinaneraofstructuralcrisisassociatedwithanewphaseofcapitalism:monopoly-financecapital.Thisphaseischaracterizedby:(1)economicstagnationinth
5、ematurecapitalisteconomies;(2)adramaticshifttofinancialization,i.e.,speculativebubblesasameansofeconomicexpansion;and(3)therapidconcentration(andmonopolization)ofcapitalonaglobalscale.1Aconsequenceoftheslowgrowthendemictothedevelopedeconomiesisthatthegiantcor
6、porationsthatdominatetoday’seconomicworldarecompelledtosearchfornewmarketsforinvestment,outsidetheirtraditionalfieldsofoperation,leadingtothetakeoverandprivatizationofkeyelementsofthestateeconomy.Thepoliticalcounterpartofmonopoly-financeJohnBellamyFoster(jfos
