2、nof1974-75:(1)theslowingdownoftheoverallrateofgrowth;(2)theworldwideproliferationofmonopolistic(oroligopolistic)multinationalcorporations;and(3)whatmaybecalledthefinancializationofthecapitalaccumulationprocess.”(Globalization,hearguedwasnotarecenttrendbutaprocessthatcharacterizedt

3、heentirehistoryofcapitalism.)1Thefirstandthirdofthesethreetrends—economicstagnationinthericheconomiesandthefinancializationofaccumulation—havebeenthesubjectsofwidespreaddiscussionsincetheonsetofseverefinancialcrisisin2007-09.Yetthesecondunderlyingtrend,whichmightbecalledthe“intern

4、ationalizationofmonopolycapital,”hasreceivedmuchlessattention.Indeed,thedominant,neoliberaldiscourse—onethathasalsopenetratedtheleft—assumesthatthetendencytowardmonopolyhasbeenvanquished.Inthisnarrative,theoligopolisticstructureofearlypost-SecondWorldWarcapitalismintheUnitedStates

5、andelsewherewasbrokendownandreplacedbyaneweraofintenseglobalcompetition.Wedonotintendtoargue,inwhatfollows,thatthoseperceptionsofgrowingglobalcompetitionwereallwrong.Rather,wesuggestthatrenewedinternationalcompetitionevidentsincethe1970swasmuchmorelimitedinrangethanoftensupposed.I
