3、ecriedtheabsenceofaU.S.grandstrategycomparabletowhatGeorgeKennanlabeled“con-tainment,”underthemantleofwhichtheUnitedStatesintervenedthroughouttheColdWaryears.Thekeyquestion,asposedinNovember2000bynational-securityanalystRichardHaass,wasthatofdetermininghowtheUnitedStatessho
4、uldutilizeitscurrent“surplusofpower”toreshapetheworld.Haass’sanswer,whichdoubtlesscon-tributedtohisbeinghiredimmediatelyafterasdirectorofpolicyplan-ningforColinPowell’sStateDepartmentinthenewBushadministration,wastopromotean“ImperialAmerica”strategyaimedatsecuringU.S.global
