5、lwarming.Carbondioxide(CO2)isamajorcontributor.AlthoughCO2showslowerglobalwarmingpotentialpermolethanothergreenhousegases,itisthemaingreenhousegaspresentintheatmosphereandhasalongeratmosphericlife.CO2emissionsfromfossilfuelcombustionarethemostimportantsourceofanthropogeniccarbonemiss
6、ions,accountingforabout75%ofglobalemissionssince1750(Solomonetal.,2007).GlobalpollutantssuchasCO2presentapolicychallengebecausetheirexternalitiescannoteasilybeinternalizedwithoutgovernmentintervention.Thisisreflectedinthedifficultjourneyfromthe1997KyotoProtocoltotheParis2015Agreement
7、,andtheworkthatremainsonmoresubstantiveimplementationofmorebindingcommitments・Wedo,however,haveevidencethatascountriesbecomemoredeveloped,theenvironmentbecomesasocialpriorityandthereismoredemandforpollutionregulation(Dasguptaetal.,2002).Richercountrieshaverecentlyinitiatedmechanismst
