1、ResearchReportCadrePersonnelManagementinChina:TheNomenklaturaSystem,1990–1998*HonS.ChanABSTRACTNomenklatura,whichestablishesPartyandgovernmentalleadershipinChina,isakeyinstrumentofCommunistPartycontrol.ChangesinthenomenklaturarevealshiftsandstrainsinChinesegovernmentalandperso
2、nnelmanagement.Thisresearchreportanalysesthelatestnomenklaturaconfiguration,establishedin1998,andcomparesittothe1990one.Itrevealsthatthemajorthrustin1998wastoreformstate-ownedenterprises(SOEs),andarguesthatthePartyfacesadifficulttrade-offbetweenmaintainingpoliticalprimacyandachi
3、evingeconomicflexibility.Itshowsthatthechangesinthe1998nomenklaturaclearlyencapsulatethecontradictorydesiresoftheparty-stateeconomicmodernizationthroughmarketizationcombinedwithcontinuedpoliticalcontrol.CentralcontrolforsomestrategicSOEsnowexistsalongsidemuchloosercontrolofsmal
4、lerenterprises.NomenklaturaisthemaininstrumentofPartycontrolofleadershipselectionandappointmentininstitutionsinChina.Itreinforcesaunifiedmanagementsystemthatparcelsouttheauthorityandpower,theauton-omy,thestatus,theimportanceandthefunctionsofthevariouscompo-nentsofthepolityinthe
5、irrelationstothecentralParty.Partycommitteesatdifferentlevelshavetheirownlistthatdescribestheofficesoverwhichtheyhaveauthority.Throughthenomenklaturasystem,theCommunistPartyofChina(CCP)managesandessentiallycontrolstheappointment,promotion,transferandremovalofpracticallyallbutlo
6、westrankingofficials.Changesinthedistributionofcadremanagementauthorityamong1CommunistPartycommitteesoccurredin1984,1990and1998.Thenomenklaturasystemingeneralandtheitscharacteristicsbefore19982havebeendescribedandanalysedinpreviousarticles.Throughthereformulationin1998,thecentr
