3、propriategovernmentinterventionwherenecessary.Nocorrespondingtheoreticalstructureexistedtofacilitateanequivalentinvestigationintotheeconomicefficiencyofnonmarketoutcomes.However,quitedistinctfrompublicchoicetheory,anormativetheoryofgovernmentfailurehasemergedtoformaconceptualanaloguetothema

4、rketfailureparadigm.Atpresentthisembryonictheoryofgovernmentfailurehasthreestrands:Wolf'stheoryofnonmarketfailure,LeGrand'stheoryofgovernmentfailure,andViningandWeimer'stheoryofgovernmentproductionfailure.Thepresentpaperevaluatestheextenttowhichthisseminalliteraturecanassistinthedesignofrat

5、ionalpublicpolicyprocesses.Thedifficultiesofpublicpolicymakinginthecomplexmilieuofmodernsocietycanhardlybeoverstated.Theconsequentneedforcoherentanalyticalframeworksorparadigmstoguidepolicymakersthroughthemyriadoffactorssurroundingparticularpolicyissueswillprobablyneverbefullysatisfied.Acco

6、rdingly,newperspectivesonsocialandeconomicpolicymakingrequireongoingscrutinybypublicpolicyanalystsinordertodeterminewhethertheyassistinreducingthemanifoldcomplexitiesofpolicyformulation.Publicpolicymakershavelongenjoyedthebenefitsofthetheoryofmarketfailure,whichnotonlyfacilitatedtheidentifi
