3、entinterventionwherenecessary.Nocorrespondingtheoreticalstructureexistedtofacilitateanequivalentinvestigationintotheeconomicefficiencyofnonmarketoutcomes.However,quitedistinctfrompublicchoicetheory,anormativetheoryofgovernmentfailurehasemergedtoformaconceptualanaloguetothemarketfailureparadigm.Atpr

4、esentthisembryonictheoryofgovernmentfailurehasthreestrands:Wolf'stheoryofnonmarketfailure,LeGrand'stheoryofgovernmentfailure,andViningandWeimer'stheoryofgovernmentproductionfailure.Thepresentpaperevaluatestheextenttowhichthisseminalliteraturecanassistinthedesignofrationalpublicpolicyprocesses.Thedi

5、fficultiesofpublicpolicymakinginthecomplexmilieuofmodernsocietycanhardlybeoverstated.Theconsequentneedforcoherentanalyticalframeworksorparadigmstoguidepolicymakersthroughthemyriadoffactorssurroundingparticularpolicyissueswillprobablyneverbefullysatisfied.Accordingly,newperspectivesonsocialandeconom

6、icpolicymakingrequireongoingscrutinybypublicpolicyanalystsinordertodeterminewhethertheyassistinreducingthemanifoldcomplexitiesofpolicyformulation.Publicpolicymakershavelongenjoyedthebenefitsofthetheoryofmarketfailure,whichnotonlyfacilitatedtheidentificationofundesirablemarketoutcomes,butalsoassiste
