4、jorhazardfacilityisdeveloped.AdiscretestatestochasticMarkovprocesssimulatesthemovementoftheevacuees.Theareaaroundthehazardousfacilityisdividedintonodesconnectedamongthemselveswithlinksrepresentingtheroadsystemofthearea.Transitionfromnode-to-nodeissimul
5、atedasarandomprocesswheretheprobabilityoftransitiondependsonthedynamicallychangedstatesofthedestinationandoriginnodesandonthelinkbetweenthem.SolutionoftheMarkovprocessprovidestheexpecteddistributionoftheevacueesinthenodesoftheareaasafunctionoftime.AMon
6、teCarlosolutionofthemodelprovidesinadditionasampleofactualtrajectoriesoftheevacuees.Thisinformationcoupledwithanaccidentanalysiswhichprovidesthespatialandtemporaldistributionoftheextremephenomenonfollowinganaccident,determinesasampleoftheactualdosesrec
7、eivedbytheevacuees.Boththeaveragedoseandtheactualdistributionofdosesarethenusedasmeasuresinevaluatingalternativeemergencyresponsestrategies.Itisshownthatinsomecasestheestimationofthehealthconsequencesbytheaveragedosemightbeeithertooconservativeortoonon
