6、tevenwiderdestinies.Itis,initsway,aninstrumentofgovernment.Itplaysonthemindsandconsciencesofmen.Itmayeducate,stimulate,assist,oritmaydotheopposite.Ithas,therefore,amoralaswellasamaterialexistence,anditscharacterandinfluenceareinthemaindeterminedbythebalanceofthe
