8、提出的措施和途径有:继续重点支1978年,按官方确定的贫困标准,中国当时持发展种养业,积极推进农业产业化经营,增加财的农村贫困人口为2.5亿人,占农村总人口的政扶贫资金和扶贫贷款,改善贫困地区的基本生∃产生活条件,提高贫困地区群众的科技文化素质,30.7%。针对农村普遍贫困的现状,中国自1978年开始进行了农村土地经营制度的改革,推鼓励多种所有制经济组织参与
