2、intheeighteenthcentury,whichhadstrongrepresentativeinstitutionsandsoundpublicfinance,versusancienregimeFrance,whichhadneither.Thebookarguesthatwhetherrepresentativeinstitutionsimprovecommitmentdependsontheopportunitiesforgovernmentcreditorstoformnewcoali-tionswith
3、othersocialgroups,whichismorelikelytooccurwhenasocietyisdividedacrossmultiplepoliticalcleavages.ItthenpresentshistoricalevidencetoshowthatimprovedaccesstofinanceinGreatBritainafter1688hadasmuchtodowiththedevelopmentoftheWhigPartyaswithconstitutionalchanges.InFranc
