3、ulturechange,whichforcesaconsiderationofthenormativebasisoftransformationitself,andtheFreedownloadfromwww.hsrcinfluenceofsuchfactorsonevaluatingtheeffectivenessofmeasurestoenhancepracticaladministrativecapacity.Itoftenappearsthat,inurgentlyrespondingtos
4、everesocio-economicdispar-itiesanddeprivation,callstostrengthenpractical-administrativecapacityrisksterilityinunderplayinghistorical-politicalfactorsassociatedwithwiderpublicservicetransformation.Thischapterfollowsfromthisobservation,anddebatesthesubsta
5、nceofpracticaladministrativeimprovementinthepublicservice,referredtoinrecentpresidential‘StateoftheNation’speeches,againstthebackgroundofhistoricalandpoliticalfactorsinheritedfromthepre-liberationperiod.Publicservicetransformationandtheapartheidenvironm
6、entDynamismandfluxhavecharacterisedtheSouthAfricanpublicservicesincethecountry’sfirstdemocraticelectionsin1994.Thepublicservice,officiallycomprisingnationaldepartmentsandprovincialadministrations(excludingmunicipalgovernment)underthePublicServiceAct(No.
7、103of1994),has112THESTATEOFTHEPUBLICSERVICEundergoneamajorstructuraloverhaul,reflectingthepoliticalnegotiationspriortothe1994elections.Theprincipalaimofthistransitionhasempha-sisedintegration,which,inthecaseofthepublicservice,hasinvolvedtheamalgamationo
