3、espectedprofession,heansweredelliptically,referringnottothepublicserviceassuchbuttotheneedforpublicser-viceentrepreneurswhowere’everybitasdeservingofpublicesteemasentrepreneursintheprivatesector’(HC310-ii,2003–04).SirAndrewTurnbull,however,articulatedthePrimeMinister’sposi-tio
4、nmorepractically.AsCabinetSecretaryandHeadoftheHomeCivilService,heinformedtheHouseofCommonsSelectCommitteeonPublicAdministration(HC423-i,2003–04,)thattheplanstoimprovepublicservicedeliveryincludedaninstructiontodepartmentstodevelopaclearsenseofstrategyandpurpose,widenrecruitme
5、nttobringinpeoplefromoutsidethetraditionalserviceanddevelopleadershiprein-forcedbyaperformanceculture.Theseplanswereintendedto‘changetheCivilServicequitesubstantially’.ThecontrastingpositionsofthePrimeMinister(andSirAndrew)andtheChancelloroftheExchequermaybepartofthe‘10/11’pro
