6、naggregatevariablesoronthemicroquestionsaboutitsuseinparticularareassuchasdefence,healthandeducation.Theinter-mediatelevelquestions,abouthowpublicexpenditureisdistributedamongthevariousprogrammes,havenotreceivedsuchsystematicanalysis.Thesequestionsareimporta
7、ntbecausetheyconcernthelanguageofpriorities,theallocationofscarcepublicresourcesbetweencompetingsocialneeds.TheyplayacentralroleinthenegotiationsbetweentheTreasuryandspendingministries,inthehorsetradingoverprioritiesinCabinetCommittees,andinpublicandParliame
8、ntaryconcernoverrelativeapportionment.Thelackofformalanalysisofthesequestionsbyeconomistsisstrikingwhencontrastedwiththeattentiontheygetfrompoliticians(Barnett,1982),civilservants(Pliatzky,1982)
