1、摘要古今中外，权力一直是研究政治学的重要内容。然而到现在为止，人们对权力的看法却没有形成统一的意见，对权力一词的解释一直存在争议。在《布莱克维尔政治学百科全书》中对“权力”的解释也很模糊。大多数学者认为权力是一种影响、制约他人或组织的能力。权力被认为是国家的利用工具，作为统治阶级剥削和压迫的工具。正如《君主论》的作者马基雅维利所说，权力是君主真正拥有的能力和力量。从柏拉图的《理想国》到亚里士多德的《政治学》一直到霍布斯、卢梭,包括马克思主义的经典作家,在权力最关注的问题是主权的问题,尤其是国家的主人
