4、essingswhichHeavenhaseverbestoweduponanynation.Havingdeterminednottobecomeacandidateforreelection,IshallhavenomotivetoinfluencemyconductinadministeringtheGovernmentexceptthedesireablyandfaithfullytoservemycountryandtoliveingratefulmemoryofmycountrymen.Weh
5、averecentlypassedthroughaPresidentialcontestinwhichthepassionsofourfellow-citizenswereexcitedtothehighestdegreebyquestionsofdeepandvitalimportance;butwhenthepeopleproclaimedtheirwillthetempestatoncesubsidedandallwascalm.Thevoiceofthemajority,speakinginthe
6、mannerprescribedbytheConstitution,washeard,andinstantsubmissionfollowed.Ourowncountrycouldalonehaveexhibitedsograndandstrikingaspectacleofthecapacityofmanforself-government.Whatahappyconception,then,wasitforCongresstoapplythissimplerule,thatthewillofthema
7、jorityshallgovern,tothesettlementofthequestionofdomesticslaveryintheTerritories.Congressisneither"tolegislateslaveryintoanyTerritoryorStatenortoexcludeittherefrom,buttoleavethepeoplethereofperfectlyfreetoformandregulatetheirdomesticinstitutionsintheirownw
