3、ons.ConvincedthatIowemyelectiontotheinherentlovefortheConstitutionandtheUnionwhichstillanimatestheheartsoftheAmericanpeople,letmeearnestlyasktheirpowerfulsupportinsustainingalljustmeasurescalculatedtoperpetuatethese,therichestpoliticalblessingswhichHeavenhase
4、verbestoweduponanynation.Havingdeterminednottobecomeacandidateforreelection,IshallhavenomotivetoinfluencemyconductinadministeringtheGovernmentexceptthedesireablyandfaithfullytoservemycountryandtoliveingratefulmemoryofmycountrymen.WehaverecentlypassedthroughaP
5、residentialcontestinwhichthepassionsofourfellow-citizenswereexcitedtothehighestdegreebyquestionsofdeepandvitalimportance;butwhenthepeopleproclaimedtheirwillthetempestatoncesubsidedandallwascalm.Thevoiceofthemajority,speakinginthemannerprescribedbytheConstitut
6、ion,washeard,andinstantsubmissionfollowed.Ourowncountrycouldalonehaveexhibitedsograndandstrikingaspectacleofthecapacityofmanforself-government.Whatahappyconception,then,wasitforCongresstoapplythissimplerule,thatthewillofthemajorityshallgovern,tothesettlemento
7、fthequestionofdomesticslaveryintheTerritories.Congressisneither"tolegislateslaveryintoanyTerritoryorStatenortoexcludeittherefrom,buttoleavethepeoplethereofperfectlyfreetoformandregulatetheirdomesticinstitutionsintheirownway,subjectonlytotheConstitutionoftheUn
8、itedStates."Asanaturalconsequence,CongresshasalsoprescribedthatwhentheTerritoryofKansasshallbeadmittedasaStateit"shallbereceivedintotheUnionwithorwithoutslavery,astheirconstitutionmaypres
