4、rustfulscrutinyintohisqualifications,couldnotbutoverwhelmwithdespondenceonewho(inheritinginferiorendowmentsfromnatureandunpracticedinthedutiesofciviladministration)oughttobepeculiarlyconsciousofhisowndeficiencies.InthisconflictofemotionsallIdareaveristhatithasbeenmyfaithfulstudytocollect
5、mydutyfromajustappreciationofeverycircumstancebywhichitmightbeaffected.AllIdarehopeisthatif,inexecutingthistask,Ihavebeentoomuchswayedbyagratefulremembranceofformerinstances,orbyanaffectionatesensibilitytothistranscendentproofoftheconfidenceofmyfellow-citizens,andhavethencetoolittleconsu
6、ltedmyincapacityaswellasdisinclinationfortheweightyanduntriedcaresbeforeme,myerrorwillbepalliatedbythemotiveswhichmisleadme,anditsconsequencesbejudgedbymycountrywithsomeshareofthepartialityinwhichtheyoriginated.SuchbeingtheimpressionsunderwhichIhave,inobediencetothepublicsummons,repaired
