4、texperiencedofhercitizensadistrustfulscrutinyintohisqualifications,couldnotbutoverwhelmwithdespondenceonewho(inheritinginferiorendowmentsfromnatureandunpracticedinthedutiesofciviladministration)oughttobepeculiarlyconsciousofhisowndeficiencies.InthisconflictofemotionsallIdareaveristhatithasbee
5、nmyfaithfulstudytocollectmydutyfromajustappreciationofeverycircumstancebywhichitmightbeaffected.AllIdarehopeisthatif,inexecutingthistask,Ihavebeentoomuchswayedbyagratefulremembranceofformerinstances,orbyanaffectionatesensibilitytothistranscendentproofoftheconfidenceofmyfellow-citizens,andhave
6、thencetoolittleconsultedmyincapacityaswellasdisinclinationfortheweightyanduntriedcaresbeforeme,myerrorwillbepalliatedbythemotiveswhichmisleadme,anditsconsequencesbejudgedbymycountrywithsomeshareofthepartialityinwhichtheyoriginated.SuchbeingtheimpressionsunderwhichIhave,inobediencetothepublics
