2、能力、增加政府财政收入等重要作用。由于目前各种运行管理机制尚处于起步和试点阶段，缺乏系统的理论指导，为了进一步推动土地储备经营工作的开展，更好地解决实践中存在的各种问题，有必要对土地储备经营中出现的问题进行研究。本文首先对城市土地储备制度产生的背景进行了简要分析，借鉴了国内诸多学者关于土地储备运作的理论观点，在此基础上，确立了研究最优土地储备量决策模型的技术路线。在建立土地储备量决策模型之前，文章先对本文所阐述的土地储备量类型——实物储备量——进行界定，并分析了土地储备市场中影响土地储备量的主要因素。为了便于分析，文章从储

3、备主体利润最大化为目标的假设出发，然后逐步放宽假设条件，确立了由多个参数决定的最优土地储备量模型。根据这一模型，结合武汉市土地储备的运营模式，对武汉市土地储备量决策行为进行分析，并从宏观和微观两个方面提出了政府调控土地储备市场的手段和具体政策措施。关键词：城市土地储备：储备量；土地经营；土地市场AbstractUrbanlandreservationsystemhasbeenestablishedoneafteranotherinmanycitiesoflateryears，playingimportantparts，su
