1、东北大学硕士学位论文摘要中国政府绩效管理的再造与创新摘要随着政府改革的不断深入，关注政府绩效，是任何一个国家发展的必然要求，也是公共管理始终追求的目标之一，我国行政改革实践中已经开始出现目前在西方发达国家普遍盛行的绩效管理和绩效评估方法。但是，在绩效管理的理论和制度基础的研究上，显得相对不足。仍有待于进一步深入。绩效的改进与评估，和公共组织管理模式内在的制度基础之间有着必然的联系，在实施政府绩效管理过程中，其背后必然隐藏着某些理论及其相关的制度基础作为其支撑，没有这些相关的制度存在。那么实施政府绩效管理必然会遇到一个“制度瓶颈”问题。

2、本文试图通过对当代的西方发达国家行政改革过程中管理模式变迁的描述和分析，系统总结其中所内食的逻辑性规律，寻找和归纳出实施政府绩效管理和绩效评估的方法的制度基础，在其上构建出政府绩效管理的战略框架体系，进而对我国实施政府绩效管理的前景再做分析。关键词：政府续效、制度、战略、方法创新If东北大学硕士学位论文ABSTRKClReinventingandInnovationofMechanismForGovernmentPerformanceAbstractWimtheconstantdevelopmentofgovernment’srefo
