3、ousingproblemsofworkers。Therehasbeenalleconomicreformdirectedtomarketabili哆aftertheyear1978．Thismadeproblemsoftheoriginalhousingsafeguardsystemwhichsuitedtotheplannedeconomyexploredtotally．InApril1999，thestatecouncilpromulgatedandimplemented“theruleofhousingpublicaccumulationfund”whichr

4、epresentedthemanagementofhousingpublicaccumulationfundturnedtobestandardizedandlegalized。Afterthedevelopmentformorethantenyears，housingpublicaccmnulationfundhasbeenestablishedgraduallyinthewholecountryandatpresentitisacrucialcomponentofsocialsecuritysystem．Buttherearestillmanyflawsofthe

5、legalsystemofhousingpublicaccumulationfundforsuchashorthistory,suchasthenatureofthefundisnotdefiedclearly,thepowerofregulatoryagencyofthefundisnotexplicit,thereisjustonekindoftheinterestrateanditisusedbylowefficiency,thegroupofbeneficiaryisquitesmallandtherightsofthosepeoplewhoalewithlo

6、w-incomearenotprotectedwell．Alloftheseproblemsofthehousingpublicaccumulationfundneedlobesolvedandthesystemitselfneedstobeperfected．Basedonthebackgroundintroducedabove，thisdissertationmakesuseofessentialprinciplesofeconomiclaw,analyzesthebasicsituationofexistinghousingpublicaccumulationf
