7、eignoredtheirresponsibilitytoreduceemissionsofgreenhousegases.TheUSAisbiggestemitterofgreenhousegasesworldwide.USemissionshaveincreasedto7billiontonesofCO2in2004,16%higherthanemissionsinthelate90's.TheUKhasdonebetterreducingtheiremissionstoabout0.6billiontons,
