2、共文化服务体系建设作为一个全局性、战略性的新的事业，它既给公共档案馆发展带来了新的机遇，同时又提出新的挑战。公共档案馆作为公益性文化服务机构，认真履行好公共档案馆在构建公共文化服务中的责任与使命，做到自觉提供公共文化服务，保障公民文化权益，对于推动公共档案馆在十三五时期健康可持续发展具有重要意义。本文首先梳理了公共档案馆的发展与公共文化服务建设的关系，为社会文化语境中公共档案馆的发展做铺垫。其次，具体分析了公共文化服务建设视域下公共档案馆面临的主要问题，即文化服务理念有偏差、文化服务水平待提升、文化服务经费匮乏、文化
3、服务人才欠缺、文化服务制度欠完善等。最后，基于这些存在的问题，并结合公共文化服务体系建设的需求，提出公共档案馆应坚持“文化自觉”、“文化化人”的服务理念，提升档案馆的“文化”储存含量，利用现代科技强化历史档案“文化性”开发，引入市场文化机制，鼓励社会力量、社会资本推动公共服务社会化发展，并通过开展经常性的公益性文化活动以实现档案馆“公益使命”，打造大众化文化品牌以彰显档案馆文化特色等具体路径。关键词公共档案馆公共文化服务发展路径IABSTRACTABSTRACTBuildasystemofpubliccultural
