2、济全球化的影响，经济、政治环境在世界范围内发生巨大变化，企业竞争越演越烈，竞争趋势从单个企业间转向跨国企业间或企业集团之间，竞争方式也由单一价格转向全方位竞争。越来越多企业选择流程重组，提升效率和降低成本，从而实现利润增加。据不完全统计，企业采购成本占总成本高达60%，从这一方面看，加强采购管理是企业最有价值的活动。采购流程涵盖业务流、资金流、物流和信息流，对企业成本、利润影响巨大，为了实现产品和服务在品质、成本上的核心竞争力，企业必须促进采购流程再造，挑战传统，从职能管理向流程管理转变。XCTG
3、公司作为厦门港首个新设合并的港口企业，合并初期，公司采购流程较为混乱，采购效率有待提高，因此，如何通过采购流程再造，显著提高效率和降低成本，充分提升企业竞争能力，是XCTG公司迫切需要解决的问题。本文对新设合并公司XCTG进行实地调研，结合采购流程再造的理论方法，对XCTG公司的采购流程问题进行诊断分析，提出公司在流程管控方面存在的问题与不足，通过运用流程再造的理论，对XCTG采购流程进行再造设计，提出流程再造实施方案，并对实施效果进行预评价，为XCTG实际的采购流程再造工作提供理论依据和重要指导
