1、因，建立并完善我国住房保障制度。建立和完善保障性住房制度，关键在于推进保障性住房管理体制改革，使政府成为治理主体，从三个方面的制度安排来实施保障性住房制度。首先是保障性住房制度的架构与实施，包括目标体系的确定、项目体系的设计、定价机制的规范、准入制度、筹资模式的选择、土地供应、健全保障性住房退出机制，积极引导国有企业更多地参与到保障房建设中。其次是保障性住房制度的管理，涉及建立健全组织管理机构、保障性住房制度建设中政府与市场、中央与地方的分工问题、确定适度的保障性住房制度水平和金融激励制度。最后是构建保障性住房制度的法律保障

2、，从立法原则和法律体系的建立对前面两方面的内容予以确认，保证保障性住房制度的权威性和稳定性。在全国统一规定的基础上，由各地方政府结合本地经济发展的实情，制定出地方性的法规，并针对不同对象提供多种不同方式的住房保障。文章的写作中运用到了学科交叉的研究方法、比较研究法、文献阅读与实例分析相结合的方法，有条理、成系统地对问题加以探讨，使住房保障建设制度化、规范化，本文对目前保障性住房建设存在的问题及其原因，如定价问题、承建方式问题等提出了较新的看法，对分配问题、资金问题、建设进度问题等也重新做了系统地析，在原因分析中，所提到的现有
