1、aAbstractIntheprocessofglobalizationandliberalizationofinternationaltrade,moreandmoredevelopedcountriesutilizetheAgreementontheApplicationofSanitaryandPhytosanitaryMeasures(SPSmeasures)toindirectlyrestrictfreetradeinfarmproducts.Inordertorealizethevaluepursuitoffreetrade,worldtradeorganization(WTO)e

2、stablishedAgreementOnTheApplicationOfSanitaryAndPhytosanitaryMeasures(SPSagreement).AsanimportantagreementwhicheveryWTOmembermustobey,SPSagreementraisestheexaminationstandardofSPSmeasures.However,inpracticetheconcretecontentanduse-patternofexaminationstandardremainambiguous.Thissituationwilldirectly

3、affecttheestablishmentofSPSmeasuresandthefunctionofSPSagreementtoprotecteverycountry’slegalbenefit.Thus,ithasarealisticsignificancetoresearchtheexaminationstandardofSPSmeasures.StartingfromthegenerationbackgroundandcontentapplicationmechanismoftheexaminationstandardofSPSagreement,thisthesisresearche

4、stheexaminationstandardofSPSmeasuresandanalyzestheapproachingproblemsofSPSagreementtoournation.Moreover,onthebasementoftheaboveanalysis,thisthesisputforwardtheenlightenmentinresearchingofexaminationstandardofSPSmeasures.Themainprogressescontainsevensections:1.Thebasementissuesinresearchingtheexamina
