1、ANNEXESANNEXA:TERMSOFREFERENCE1.BACKGROUNDTheAustralianaidprogramaimstoassistdevelopingcountriesreducepovertyandachievesustainabledevelopment,inlinewithAustralia’snationalinterests.Theprogramhasdoubledinsizeoverthelastfiveyearstoanestimated$4.3billionin2010–11and,oncurrenteconomicprojections

2、,willdoubleagaintomeettheGovernment’scommitmenttoincreaseAustralia’saidto0.5percentofgrossnationalincomeby2015–16.TheGovernment,Parliamentandtaxpayersneedtobeconfidentthatthissignificantinvestmentisbotheffectiveandefficientinfulfillingitsobjectives.TheGovernmenthastakenarangeofmeasurestoimpr

3、ovetheeffectivenessandefficiencyoftheaidprogram.TheOfficeofDevelopmentEffectiveness(ODE),whichwasestablishedin2006,hascompletedanumberofreviewsandevaluationsoftheprogram,includingtheAnnualReviewofDevelopmentEffectiveness,whichistabledinParliament.Thefindingsofthisanalysisareusedtoimproveaidp

4、rogramplanningandimplementation.AusAID,theleadagencywithintheGovernmentontheaidprogram,hasrigoroussystemsandprocessesinplacetoensurethattheaidprogramiswellmanagedandprioritised.Thesesystemsarereviewedandimprovedregularly.Areviewofadvisersengagedundertheaidprogramiscurrentlybeingconductedjoin

5、tlywithdevelopingcountrypartners,andareviewofprocurementandagreementsprocesseshascommenced.AnauditoftheaidprogrambytheAustralianNationalAuditOfficein2009foundthatAusAIDhadeffectivelymanagedtheincreasesintheprogramuptothattime.Toensurethatthefurtherincreaseintheaidbudgetto2015–16iswellmanaged

6、andmeetstheGovernment’sobjectives,areviewoftheaidprogramwillbeconducted.ThiswillbethefirstindependentpublicreviewoftheaidprogramcommissionedbytheAustralianGovernmentsincetheSimonsReviewin1996.Thisreviewwilldrawontheexperienceofthelastfiveyearsandrelevantinternationalexperienceandmakerecommen

7、dationsregardingthestructureoftheprogramandtheplanning,implementationandreviewarrangementsneededtosupportdeliveryofasubstantiallyenlargedaidinvestment.Thisreviewwillmakeastrongaidprogramevenbetter.2.OBJECTIVEToexaminetheeffectivenessandefficiencyof
