3、sourcesincentivemechanismhasbecomeaneffectivemethodtoimproveworkenthusiasmandinitiativeofpublicofficials,andbecomeakeyfactortoimprovepublicsectorperformance.Inrecentyears,withthecontinuousdevelopmentofthecountryandsociety,especiallythedevelopmentofcivi
4、lservicesystem,thehumanresourcesmanagementofpublicsectorhasmadegreatprogressandimprovement,andthestatealsostarttofocusontheincentivemechanismanditsimprovement.However,influencedbytraditionalideasandspecialsituationofChina,theincentivemechanismofstateof
