1、摘要和谐社会的构建需要和谐的教育，特别是在义务教育阶段，国家应该为所有的适龄儿童提供相对均衡和公平的教育机会。在加快推动农村社会经济发展的大前提下，首先要加快农村义务教育的发展，缩小城乡义务教育的差距，统筹规划农村中小学布局，均衡区域内义务教育资源，使农村地区、偏远地区学生也能享受同等的优质教育，为农村经济发展提供强大的动力。如何均衡地配置义务教育资源，成为当前教育界研究的热点。本文以笔者的家乡一一河南省新县的义务教育资源配置为研究样本，对县域义务教育资源配置进行实证调查与分析，并提出相应的对策

2、与建议，试图为新县义务教育发展提供参考，也是对义务教育均衡理论的丰富。全文共分为四个部分：第一部分，导论，介绍了研究背景、目的和意义、文献综述、思路与方法；第二部分，对义务教育资源均衡配置的内涵和关系进行梳理：第三部分，对新县义务教育资源配置状况进行了调查，对非均衡发展的危害和原因进行分析；第四部分，针对义务教育资源均衡配置存在的问题，提出了相应的对策。关键词：县域；义务教育资源；均衡配置Theconstructionofharmonioussocietyshouldbebasedonharmo
