1、摘要本文选取汽车产业政策作为研究对象，欲对汽车产业政策所起到的绩效进行研究。选取汽车行业作为研究对象是基于汽车行业自身的一些特点，即政策导向性，密集出台政策的时间恰好也是汽车产业取得飞速发展的阶段。同时，汽车行业也是一个资本和技术密集型的行业，在中国加入WTO之后，面对强势外资冲击，汽车产业政策如何在通过引进外资引导产业发展时提升自主研发能力和品牌实力，就显得至关重要。7本文通过构建一套较为全面系统的指标，来评估汽车产业政策和所取得绩效之间的关系。采取了定性和定量方法相结合的研究方法，和对比研究的方法，建立八条评判的标

2、准并选取相应的指标体系，以分析汽车产业政策的效果以及背后的原因，并提出相应政策建议。本文得到的结论为，汽车产业政策发挥了一定的积极的作用，促进了汽车与关联产业和环境保护的协调发展，推动了汽车私人消费，同时也增强了我国汽车产业的国际竞争力，提升了产业集中度。同时，由于产业政策的失误，尤其是在汽车产业发展早期，缺乏对技术研发的鼓励却又错误的维持一种低水平的垄断局面，也造成了我国汽车产业技术研发能力不足，零部件生产落后，自主品牌落后的“大而不强"的局面。后来出台的产业政策虽然在努力补救，可是产生的绩效并不明显。关键词：汽车，
