1、摘要法律与利益有着天然的联系，法律正是在利益相互作用的关系中产生的。立法是法律对利益调整的首要环节，其核心问题就是确认和协调各种利益，以减少利益冲突。在我国，法治观念正逐步深入人心，人们对立法的关注也在不断增加，地方立法由于直接关涉某区域内某个利益集团和相关群体与个体的利益关系，尤为引人关切。在构建和谐社会的地方立法过程中，厘清各利益主体的利益取向，对立法宏观层面上的调控决不能是“损有余以奉不足’’或“劫富济贫”，不能搞平均主义，而是在充分肯定各利益主体合理存在的前提下，促进合作，实现均衡发展。地方立

2、法如何表达、平衡、调整各方面的利益，是一个普遍关注的现实问题，也是本文的研究价值和意义所在。本文在简要概述我国地方立法的理论基础上，从法律与利益的关系角度切入，运用西方经济学中的博弈论分析方法，通过对地方立法中的地方利益、部f-1利益和公私利益问题的博弈分析，阐释了公共权力部门之间和公共权力部门与行政相对人之间存在一定的利益失衡。在此基础上，通过对中央与地方利益、同级地方利益、部门利益和公私利益博弈的示例论证，提出了实现利益均衡的对策，以此来厘定政府及其相关部门、管理相对人多方的利益均衡。关键词：地方
