1、内容提要农村社会救助制度是我国农村社会保障制度的重要组成部分。它在保障公民的基本生存权利、维护社会稳定、促进社会和谐方面有着重要的作用。但是，由于二元经济结构的长期影响，我国城乡社会保障制度的建设和发展也很不均衡，尤其是在整个农村社会保障制度中起“兜底”作用的农村社会救助制度严重缺失，使一部分农村低收入家庭难以维持生计，阻碍了农村改革和发展进程，影响了社会的安定团结。所以，完善农村社会救助制度，帮助农村中那些陷入贫困的个人、家庭和社会群体摆脱贫困境地，对于促进城乡协调发展，实现社会和谐，具有重要意义。笔者从社会救助的概念人手，对社会救助的内容、海南省农村社会救助的

2、历史演进作了一个简单的梳理，以便对我省农村社会救助的概貌有一个宏观的了解。文章接着对海南省农村经济社会发展面临问题进行了深入分析，指出了完善海南农村社会救助的必要性和重要意义。最后，通过对海南省农村社会救助现状的阐述，总结了农村社会救助存在的问题。在此基础上，本文提出了相应的政策建议。‘关键词：农村社会救助贫困和谐AbstractTheruralSOCialassistancesystem，whichisaveryimportantpartofruralsocialsecuritysystem，hasplayedasignificantroleinsecuring
