1、安徽大学MPA硕士学位论文摘要作为一项经常性管理工作，军校学员管理不仅是军队院校开展正常工作的需要，同时还直接影响并制约着学员综合素质的培育。第十六次全军院校会议后，军校任职教育进入了一个全新的发展时期。随着教育规模的扩大，教育层次的提升，任职教育学员管理工作面临着严峻挑战。第一，管理对象面临层次结构多元化、入学动机复杂化和现实问题多样化的挑战；第二，管理机制激励约束机制不健全和协调沟通渠道不畅通的阻碍；第三，管理队伍面不适应新的情况，部分学员队管理干部对任职教育学员的管理教育特点与规律把握不准，对国家以及军队院

2、校的教育方针政策、对国内外任职教育管理的现状与良好经验了解不深，经常依据经验以及行政命令的方式进行管理，业务素质与任职教育的要求还不够适应；第四，管理理念面临认识上存在偏差、育人意识不强和工作方法简单的困扰。为此，我们要深入研究任职教育中学员管理的特点规律，突出教育育人这个重点，搞好角色转换教育、学习激励教育、安全形势教育和日常随机教育；完善院校从严管理和协同管理两个机制；优化教员、学员队干部和学员自主管理三支队伍；创新人本管理、柔性管理、教学管理和综合管理四种模式。关键词：军校任职教育学员管理管理机制管理模式A
