3、“local”news,becauseanyeventintheinternationalareahasalocalreactioninmanpowerdraft,ineconomicstrain,interms,indeed,ofourverywayoflife. Thereisinjournalismawidespreadviewthatwhenyouembarkoninterpretation,youareenteringchoppyanddangerouswaters,theswirlingtidesofopi
4、nion.Thisisnonsense. Theopponentsofinterpretationinsistthatthewriterandtheeditorshallconfinehimselftothe“facts”.Thisinsistenceraisestwoquestions:Whatarethefacts?And:Arethebarefactsenough? Astothefirstquery.Considerhowaso-called“factual”storyconesabout.Thereport
5、ercollects,say,fiftyfacts;outofthesefifty,hisspaceallotmentbeingnecessarilyrestricted,heselectstheten,whichheconsidersmostimportant.ThisisJudgmentNumberOne.Thenheorhiseditordecideswhichofthesetenfactsshallconstitutetheleadofthepiece(Thisisimportantdecisionbecause
6、manyreadersdonotproceedbeyondthefirstparagraph.)ThisisJudgmentNumberTwo.Thenthenighteditordetermineswhetherthearticleshallbepresentedonpageone,whereithasalargeimpact,oronpagetwenty-four,whereithaslittle.JudgmentNumberThree. Thus,inthepresentationofaso-called“fac
