3、ocalreactioninmanpowerdraft,ineconomicstrain,interms,indeed,ofourverywayoflife. Thereisinjournalismawidespreadviewthatwhenyouembarkoninterpretation,youareenteringchoppyanddangerouswaters,theswirlingtidesofopinion.Thisisnonsense. Theopponentsofinterpretationinsistthatthewriterandtheeditor
4、shallconfinehimselftothe“facts”.Thisinsistenceraisestwoquestions:Whatarethefacts?And:Arethebarefactsenough? Astothefirstquery.Considerhowaso-called“factual”storyconesabout.Thereportercollects,say,fiftyfacts;outofthesefifty,hisspaceallotmentbeingnecessarilyrestricted,heselectstheten,whichh
5、econsidersmostimportant.ThisisJudgmentNumberOne.Thenheorhiseditordecideswhichofthesetenfactsshallconstitutetheleadofthepiece(Thisisimportantdecisionbecausemanyreadersdonotproceedbeyondthefirstparagraph.)ThisisJudgmentNumberTwo.Thenthenighteditordetermineswhetherthearticleshallbepresentedon
