2、nityinBayuarea,theupperreachesoftheYangtzeRiver,isthemostdistinctivecharacter.Atpresent,thestate-levelintangibleculturalheritageinbayuareaincludeszoumatownfolktales,LiangpingWoodNewYearpaintings,folksongs,opera,woodholedragonandothertwelvekindsoffolkartwhichcov
3、erallkindsofarts,suchasfolkliterature,folkarts,music,dance,artclassesandsoon.Thesefolkartresourcesarenotonlythefertilesoilofanimationusedforreference,butalsothetreasureoftheChinesenation.Withthedevelopmentofthetimes,thetraditionalfolkcultureattractsmoreandmorea
4、ttentionallovertheworld.In2003,UNESCOadoptedthe"Conventionontheprotectionofintangibleculturalheritage"andlaunchedtheprotectionoftheintangibleculturalheritage.In2007,the17thNationalPartyCongressproposedtostrengthentheeducationoftheChineseculturaltraditionsanddev
5、eloptherichresourcesofournationalculturebymeansofmodernscienceandtechnology.Italsomadesuggestiontostrengthentheexcavationandprotectionofthenationalcultureandpaymoreattentiontotheprotectionculturalrelicsandintangibleculturalheritage①.In2011,theeleventhmeetingoft
6、henineteenthNPCStandingCommitteemeetingisheldup.Itadoptedthe"thepeople'sRepublicofChinaLawonintangibleculturalheritage".Atpresent,duetotheestablishmentoftheInternationalConventionandthelegalsystem,theawarenessofprotectingandinheritfolkartsisimprovingandresearch
7、esonthefolkartbytheexpertsandscholarsathomeandabroadareincreasing.However,thestudyoffolkartandanimationcreationofBayuareaistemporarilyblank.WiththepurposeofcreatinglocalfolkartandprotectingnationalartsinBayuarea,theauthorattemptstocombinetheartwiththeanimationc
