2、es.Basedontheanalysis,correspondingstrategieswereproposedinthepapertocontrolthepollutionfromtheelectroplatingindustry.Thispaperdividedthecurrentenvironmentalpoliciesintotwotypes,whichwereadministrativeregulationsandmarket-orientedpolicies.Inordertoroundlyanalyzethegapofpollutan

3、temissionreductionpoliciesinelectroplatingindustrybetweenChinaanddevelopedcountries,thepolicies’differencesinemissionstandards,pollutiondischargefine,pollutiondischargefee,waterconservationpolicyandstimulantpolicywerediscussed,respectively.Andtakeenvironmentalinputandenvironmen

4、taleducationwhichmaybeignoredascomplementaritiesofthepoliciesmentionedabove.Accordingtotheresultofanalysis,furtherstudywascarriedoutonthreepolicieswhichwouldbeconsummatedbyadjust.Firstly,studyonthepolicyofpollutiontransfer.SomedevelopedcoastalcitiesinChinahaveforcedtheirhighlyp

5、ollutingindustriesouttolessdevelopedinteriorareaswithoutconsiderationoftheimpactsfrompollutiontransfer.Thispaperdevelopedasoiladsorptionfraction(SAF)modeltoevaluatetherationalityofthispolicy.Themodelcancharacterizetheemissions-to-adsorptionrelationshipbetweenheavymetalemissiona

6、ndtheadsorptionbysoil.CasestudieswerecarriedoutfortwoadjacentsoutherncitiesinChina,i.e.GuangzhouandShaoguan.TheresultsindicatedthattheaverageSAFofcadmiumwas5.38×10-3forShaoguanand1.28×10-3forGuangzhou,i.e.,cadmiumreleasedfromShaoguanthreatenedthesoilenvironment4.2timesofthatfro
