2、ies.Basedontheanalysis,correspondingstrategieswereproposedinthepapertocontrolthepollutionfromtheelectroplatingindustry.Thispaperdividedthecurrentenvironmentalpoliciesintotwotypes,whichwereadministrativeregulationsandmarket-orientedpolicies.Inordertoroundlyanalyzethegapo

3、fpollutantemissionreductionpoliciesinelectroplatingindustrybetweenChinaanddevelopedcountries,thepolicies’differencesinemissionstandards,pollutiondischargefine,pollutiondischargefee,waterconservationpolicyandstimulantpolicywerediscussed,respectively.Andtakeenvironmentali

4、nputandenvironmentaleducationwhichmaybeignoredascomplementaritiesofthepoliciesmentionedabove.Accordingtotheresultofanalysis,furtherstudywascarriedoutonthreepolicieswhichwouldbeconsummatedbyadjust.Firstly,studyonthepolicyofpollutiontransfer.SomedevelopedcoastalcitiesinCh

5、inahaveforcedtheirhighlypollutingindustriesouttolessdevelopedinteriorareaswithoutconsiderationoftheimpactsfrompollutiontransfer.Thispaperdevelopedasoiladsorptionfraction(SAF)modeltoevaluatetherationalityofthispolicy.Themodelcancharacterizetheemissions-to-adsorptionrelat

6、ionshipbetweenheavymetalemissionandtheadsorptionbysoil.CasestudieswerecarriedoutfortwoadjacentsoutherncitiesinChina,i.e.GuangzhouandShaoguan.Theresults-3indicatedthattheaverageSAFofcadmiumwas5.38×10forShaoguanand-31.28×10forGuangzhou,i.e.,cadmiumreleasedfromShaoguanthre
