2、2-1991ApprovalofanAmericanNationalStandardrequiresverificationbyAmericanANSIthattherequirementsfordueprocess,consensus,andotherNationalcriteriaforapprovalhavebeenmetbythestandardsdeveloper.AnAmericanNationalStandardimpliesaconsensusofthosesubstantiallyStandardconcernedwithitsscopeandprov
3、isions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butnotnecessarilyunanimity.Consensusrequiresthatallviewsandobjectionsbeconsidered
4、,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconformingtothestandards.Itisintendedasagui
5、detoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAmericanNationalStandardint
