2、MAANSI_IECC78.60432:3-2004AmericanApprovalofanAmericanNationalStandardrequiresverificationbyNationalANSIthattherequirementsfordueprocess,consensus,andotherStandardcriteriaforapprovalhavebeenmetbythestandardsdeveloper.AnAmericanNationalStandardimpliesaconsensusofthosesubstantiallycon
3、cernedwithitsscopeandprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butnotnecessarilyunanimity.Consensusrequiresthatall
4、viewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconformi
5、ngtothestandards.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallhavetherightorauthoritytoissueaninter
