3、usofthosesubstantiallyconcernedwithitsscopeandStandardprovisions.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butnotnecessarilyunanimity.Consens
4、usrequiresthatallviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheexistenceofanAmericanNationalStandarddoesnotinanyrespectprecludeanyone,whethers/hehasapprovedthestandardornot,frommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconform
5、ingtothestandards.Itisintendedasaguidetoaidthemanufacturer,theconsumer,andthegeneralpublic.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalStandard.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAm
